Office of Budget & Fiscal Planning
Mission
The Office of Budget & Fiscal Planning is a four person unit that is responsible for the development of the College's operating and capital budgets, including planning, allocation of funds and controls. The office serves all college units, as well as providing a wide range of historical, current and forecasted information to the President, Administrative Council, Board of Trustees, Office of Management and Budget (OMB), Commission on Higher Education (CHE), New Jersey Association of State Colleges and Universities (NJASCU) and other external entities.
Position Control which is a discrete function of budget development aims at providing efficient forecasting and monitoring of salary costs at the line item level. In that over 50% of the College's operating budget is dedicated to fund salaries and wages, Position Control is vital to assuring effective management of salary expenses.

- Each unit head is asked to submit to their respective Vice Presidents priority funding requests for the following year.
- The College submits appropriation requests to the Office of Management and Budget.

- Governor delivers budget message
- College determines highest priorities for the possible inclusion in the budget.

- Legislation holds budget hearings.
- College presents Open Forum on revenue and expenditures.
- Trustees approve budget including tuition and fees.
